Phelps, MD, has been recognized as a 2024 Castle Connolly Top Doctor — the second year in a row that he has received the prestigious Top Doctor honor. Dr. Phelps is an oculofacial plastic surgeon who specializes in performing cosmetic and reconstructive procedures of the eyelid, orbit (eye socket), and lacrimal (tear-drainage) system.
A Fellow of the American College of Surgeons, Dr. Phelps founded Chicago Oculofacial Plastic Surgery in 2021. He is certified by the American Board of Ophthalmology and is recognized by the American Society of Ophthalmic and Plastic Reconstructive Surgery (ASOPRS) as a fellow member.
Dr. Phelps completed a Fulbright Scholarship at Aravind Eye Institute in India during his training at Drexel University College of Medicine, from which he earned his medical degree. Dr. Phelps was drawn to oculoplastic surgery during his Fulbright fellowship, working at India’s Aravind Eye Institute, he says.
“The work of the oculoplastic specialists was so interesting, diverse, and unique to every patient,” he recalls. “I still feel that way today after practicing for more than a decade; I really enjoy helping patients with a wide range of issues.”
Dr. Phelps performs many other types of facial surgeries, as well, many of which are non-invasive or minimally invasive. They include face and neck lifts; skin and facial rejuvenation; blepharoplasty (repair of sagging eyelids); brow and mid-face lifts; and fat repositioning and grafting.
He also offers non-surgical treatment of thyroid eye disease at his office, which is a center of excellence for the diagnosis and treatment of thyroid eye disease. Dr. Phelps is currently enrolling patients in a clinical trial called the LIDS study, which seeks to alleviate bulging eyes and double vision with a pill treatment. Regardless of the issue or procedure, Dr. Phelps gets a lot of satisfaction from his work and says his goal is always for his patients to feel the same.
“It’s very important to me that people have a positive experience from beginning to end,” he says. “I treat patients like they are family — by considering their unique circumstances, giving them a clear diagnosis, various options for treatment, and hope to improve their lives.”
Dr. Phelps also holds two bachelor’s degrees — in chemistry and neuroscience — from the University of Minnesota Twin Cities. He completed a three-year ophthalmology residency at John H. Stroger, Jr. Hospital of Cook County; a year-long ophthalmic pathology fellowship at University of Wisconsin Hospital and Clinics; and a two-year fellowship in ophthalmic plastic and reconstructive surgery at Albany Medical Center. It was during his second fellowship that he gained specialized training in plastic surgery of the eyelid and face.
He is currently affiliated with Northwestern Memorial Hospital and John H. Stroger, Jr. Hospital of Cook County, where he serves as an attending physician and teaches residents every week. In addition to his clinical activities, Dr. Phelps serves as a clinical associate professor at the Chicago Medical School of Rosalind Franklin University of Medicine and Science.
